Terms of Service

1. General provisions

These Terms of Service (the «Agreement») define the conditions for using the «Proxysvpnovich» service (the «Service»), available at proxysvpn.com and via the Telegram bot @proxysvpn_bot.

By using the Service — by registering on the website, starting the bot, paying for services or accessing materials — the User confirms that they have read these Terms in full and accept them in their entirety. If the User does not agree, they must stop using the Service.

The Service may be used by people who are 18 or older, or who have reached the age at which a person may enter into contracts on their own in the User's country, if that age is higher. By registering, the User confirms having reached that age.

2. Nature of the services

The Service provides intangible digital services: setup and maintenance of a secure network connection, issuance of configurations for the User's devices, and ongoing infrastructure support.

The User acknowledges that the value of the Service lies in stable infrastructure operation, prompt support and regular updates rather than in the exclusivity of any particular technical solution or configuration.

The Service provides a general-purpose secure communication channel. The Service does not choose or check which sites and apps the User opens and does not promise access to any particular resource: what to open through the Service is the User's own decision and the User's own responsibility (section 3). In apps that support it, routing rules based on open lists of network resources (sing-geosite, sing-geoip) apply by default: connections to Russian network resources go directly through the User's network, and all other connections go through the secure channel. This keeps banking, government and retail services that need a Russian IP address working. These rules can be switched off.

3. Conditions of use

Services are provided to the User for personal, non-commercial use. Sharing credentials with third parties, reselling subscriptions and using the Service to build a competing commercial VPN service are prohibited.

The User agrees to use the Service within the bounds of applicable law and the rules of third parties. The rules on using a VPN differ from country to country: the User finds out what the law of the country they are in allows, and is responsible for what they do through the Service.

It is prohibited to use the Service to: send spam; attack, scan or break into other people's systems; distribute malware; commit fraud; infringe copyright or other rights of others; distribute child sexual abuse material; threaten or harass people; or get around the restrictions of other services for fake engagement, mass registration and similar abuse.

The User is responsible for keeping their password, their access links and the access to their email and Telegram safe. Anything done with them is treated as done by the User until the User tells support that someone else has gained access. An access link is the access to the service itself: whoever it is passed to uses what the User has paid for.

If, because the User has breached these Terms, the law or the rights of others, a claim is made against the Service or the Service bears costs or losses, including fines and deductions by payment providers and hosting providers, the User reimburses the Service for those losses in the amount that is documented, including reasonable legal costs.

4. Payment and pricing

Services are paid for in advance by topping up the account's internal balance. The balance is spent by time: for every day that the account has a device on the basic plan, the rate in force at the moment of debit is charged to the balance, whether or not the device connected that day. To stop the charges it is enough to delete the device.

When the balance reaches zero, access is suspended automatically until the next top-up. The funds on the balance are a prepayment for the Service: they cannot be withdrawn, passed to another person or exchanged for money, except for the refunds these Terms provide for. The funds do not expire for as long as the account exists.

Bonuses for registration, invitations, promo codes and promotions are a discount, not money: they are not paid out in a refund, and if the payment they were granted for is cancelled, they may be taken back.

Plans differ in how they are charged. The basic plan is charged daily for each connected device. The PRO plan is charged once, in advance for the whole period and separately for each device; such a device is excluded from the daily charge, and a zero balance does not suspend it until the paid period ends.

At the end of the paid period, PRO renews automatically if the balance is sufficient and the User has not switched automatic renewal off. If there are not enough funds, the device returns to the basic plan without the account being suspended. Traffic through individual locations may be limited; the current prices, periods and limits are published on the website and in the personal account.

Payments are taken by third-party payment providers under their own rules. The Service does not receive bank card details and is not responsible for the fees, timing, refusals or conversion rates of those providers and of banks. The balance is topped up once the payment provider has confirmed the payment. For a cryptocurrency payment, the invoice counts as paid when the payment provider has confirmed receipt of its full amount; a partial transfer is not credited by itself — the User pays the rest or contacts support. The Service may be unable to credit or return a transfer sent on the wrong network or to the wrong address. If, through a fault, more is credited to the balance than was paid, the Service may correct the balance.

The Service may change its prices and plans. A new price for the daily charge takes effect no earlier than 7 days after the Service has given notice of it (section 16). A paid PRO period does not become more expensive before it ends, and renews at the price in force on the day of renewal. A User who does not agree with a new price may stop using the Service before it takes effect and have the remaining paid funds returned.

5. Refunds

Refunds for digital services are not issued, except in the cases these Terms provide for and where a refund is required by law that cannot be set aside by contract.

Given the intangible digital nature of the services, refunds are not issued after services have been actually delivered. Where a service was not delivered through a technical fault of the Service, confirmed by the User contacting support, the Service refunds the payment for it.

The PRO plan is charged once, in advance for the whole period. No refund is made for the unused part of a paid period, except in the cases set out in the second paragraph of this section, in section 7, in section 10 and in section 13.

If the User stops using the Service by their own decision, the remaining balance is not returned, except where a refund is required by law. The remainder is returned in the cases named in section 4, section 7 and section 13: when the User does not agree with a new price or a new revision of these Terms, when the Service itself ends the agreement without a breach by the User, and when the Service closes.

A refund request on the ground set out in the second paragraph of this section must be submitted within 14 (fourteen) calendar days of the payment to which it relates. On later requests the Service refunds only where the law obliges it to. Refunds on a change of price or terms, on a worsened PRO service and on the closure of the Service follow the time limits stated in the sections that provide for them.

Requests are submitted via the Telegram bot @proxysvpn_support_bot or to support@proxysvpn.com. The request must include the User's email or Telegram account, the date and amount of the payment, and the reason for the refund.

The Service reviews each request within 10 (ten) business days of receipt. The User is notified of the decision through the same channel they used to file the request.

If approved, the refund is issued within 10 (ten) business days of the decision. The actual receipt of funds depends on the issuing bank and payment system rules and may take additional time.

Refunds are issued exclusively to the same details and via the same payment method as the original payment. Refunds to other cards, accounts or wallets are not made.

Before paying for a long period, the User is advised to start with a minimum payment to check that the Service works with their devices and network.

If the User disagrees with a charge, they contact support first: that is the quickest way to settle it. If a payment is disputed through a bank or a payment provider, the Service may suspend the account until the dispute is over and give the bank or the payment provider the information that confirms the payment and the use of the service, as the Privacy Policy describes. If the payment is reversed, the Service may debit that amount from the balance together with the bonuses granted for it, and end the access that payment paid for.

6. Service quality

The Service strives to provide stable and fast performance, but connection quality depends on many factors outside the Service's control: the User's ISP capacity and load, the User's hardware, and the operation of intermediate networks and nodes.

Services are provided on an “as is” basis. The Service does not guarantee:

  • that the services will meet the User's expectations;
  • that the User will achieve any specific outcome from using the services;
  • uninterrupted or error-free operation;
  • compatibility with any particular hardware or software the User may have.

The Service does not promise that the services will work on every network, with every telecom operator, in every country and at all times, that any particular site or app will be reachable, or that the connection speed will not fall below a given level. Telecom operators and public authorities may restrict, slow down or block VPN connections and individual addresses. This is outside the Service's control: a way of connecting that worked yesterday may stop working. When that happens the Service tries to restore access — it changes addresses and ways of connecting — but guarantees neither a time nor a result.

The decision to use the services and apply the issued configurations is made by the User independently and at their own risk.

The Service is not liable for service interruptions caused by the User's internet provider, by restrictions imposed by telecom operators, or by regional network disruptions, including restrictions imposed by competent authorities in the User's location.

Websites, banks, games, streaming and other services may restrict people who come through a VPN, up to blocking their account. The Service is not responsible for such decisions of third parties; following their rules is the User's responsibility.

7. Violations and suspension

The Service may, without prior notice, limit the speed of, suspend or end the User's access if:

  • the User breaches these Terms;
  • the User's actions put the Service's infrastructure, other users or third parties at risk;
  • a hosting provider or a rights holder has made a substantiated complaint about the User's connection;
  • a payment is disputed, or there are signs of fraud with the account or the payment instrument;
  • the law, a court, a public authority or a payment provider requires it.

On the User's request the Service states the reason, unless the law or security considerations prevent it, and restores access once the cause is removed.

If access is ended because the User breached these Terms, paid periods and the remaining balance are not refunded, except where a refund is required by law.

The Service may end the agreement with any User without giving a reason, on at least 7 days' notice, returning the remaining paid funds on the balance and the payment for the unused time of paid PRO periods.

The User agrees to refrain from insults, threats, profanity, and disparaging treatment of Service staff when contacting support. In case of violation, the Service may restrict the User's access to support without prior notice. Such restriction does not affect the provision of core services: access to the Service, the User's balance, and the ability to use it remain fully intact.

8. Intellectual property

All materials published on the Service's website and Telegram bot are protected by intellectual-property law. The User may not copy, distribute, resell or otherwise use these materials without the rights-holder's permission.

9. Limitation of liability

If a service was not delivered through the fault of the Service, the User receives a refund under section 5.

Beyond that, to the extent the law allows, the Service is not liable for:

  • the User's indirect losses — lost profit, loss of data, downtime, the cost of a replacement service, non-material damage;
  • the consequences of how the User uses the services, and decisions third parties take because a VPN was used (section 6);
  • the actions and inaction of telecom operators, public authorities, hosting providers, payment providers, app stores and other third parties;
  • the outages, scheduled maintenance and access restrictions described in section 6.

The Service's aggregate liability to the User for all claims connected with these Terms is limited to the amount the User paid the Service in the three months before the event that gave rise to the claim, but not less than the equivalent of 20 US dollars.

These limits do not apply where the law does not allow liability to be limited — in particular for intent and for harm to life or health — and do not reduce consumer rights that cannot be waived under the law of the User's country.

10. Circumstances beyond the Service's control

The Service is not liable for a failure to perform its obligations caused by circumstances beyond its reasonable control: acts of public authorities and telecom operators (blocking, throttling, internet shutdowns), failures of hosting providers, payment providers, app stores and Telegram, attacks on the infrastructure, accidents, natural disasters, hostilities.

Charges on the basic plan do not stop by themselves during that time: to stop them, the User deletes the device. If such a circumstance makes the service unavailable to the User for more than 30 days in a row, the User may give up the paid PRO period and have the payment for the unused time returned.

11. Anti-abuse

The Service uses automated abuse-detection: analysis of traffic volume and pattern, connection frequency and device activity. Where atypical load is detected, the Service may temporarily throttle speed or pause the connection while the situation is reviewed.

Atypical load includes, in particular: prolonged use of the channel at peak speed, large-scale torrent traffic, signs of use to build third-party commercial services, and signs of automated or bot-driven connections.

Separately: the BitTorrent protocol is not carried on the Service servers. This is a permanent restriction, the same on every location and plan, not a measure against a particular User.

12. Referral programme

Users may invite friends via a referral link. When an invitee makes a first top-up of 100 ₽ or more, a one-off 50 ₽ balance bonus goes to both sides — the referrer and the invitee. A smaller top-up pays neither, but the entitlement remains until the next one. Eligible invitations are capped at 30 per account. Referral programme terms may be changed or paused at any time.

Abuse of the referral programme (creating fake accounts, automated invitations, self-registration) is grounds to cancel bonuses and suspend the account.

Posting the referral link or otherwise publicly promoting the Service in Russian-language media — social networks, Telegram channels, blogs, video platforms, forums and outlets accessible from the Russian Federation — and using paid advertising channels in the territory of the Russian Federation, is prohibited. The referral link may only be shared in private correspondence between the User's personal contacts. Violations are grounds to cancel referral credits, suspend the account and terminate the agreement without refund. Liability under Russian advertising law lies with the person who placed the advertising; the Service is not the customer, advertiser or distributor of such advertising and does not endorse its placement.

13. Changes to the Terms and the Service

The Service may amend these Terms. It gives notice of material changes — to prices, refunds, liability and the handling of disputes — at least 7 days before they take effect (section 16). Clarifications of wording and the terms of new features take effect on publication. A User who does not agree with the changes may stop using the Service before they take effect and have the remaining paid funds returned. By continuing to use the Service after that date, the User accepts the new revision. The earlier revision applies to events that took place before the change.

The Service may change what the services consist of: add and remove locations, ways of connecting, traffic limits and app features where the operation of the network, security or blocking requires it. If a change materially worsens a paid PRO period, the User may give it up and have the payment for the unused time returned.

The Service may cease to operate, in whole or in part. It gives at least 30 days' notice of the closure of the whole Service. For the unused time of paid PRO periods and for the remaining paid funds on the balance on the closing day, the Service returns the money by the method it was received, where that is technically possible, on a request submitted within 60 days of the notice of closure.

The Service may delete an account that has had neither a top-up nor a connection for 24 months in a row, on at least 30 days' notice to the User by the account's email or in Telegram. When such an account is deleted, the remaining balance is cancelled.

Revision history:

  • October 5, 2026: clarified how the balance is spent and what the Service does not promise; changed the limit of liability; added the rules of use, how access is suspended, the return of the remainder on a change of price or terms, on a worsened PRO service and on the closure of the Service, the age requirement, and how claims and notices are handled. From this revision on, the Service gives at least 7 days' notice of material changes.

14. ProxysVPN apps

The ProxysVPN apps are provided free of charge. They connect the User’s device to the Service using the access in the User’s account; access is obtained on the website or in the Telegram bot under these Terms.

If an app was downloaded from Apple’s App Store, Apple’s Licensed Application End User License Agreement also applies to it. Apple is not a party to these Terms and is not responsible for the Service or its support; all questions are addressed to the Service.

The apps may be updated to keep them working with the Service; the User is advised to use the latest version. Other VPN apps used with the Service are governed by their own terms.

15. Claims and disputes

If the User has a claim against the Service, they first send it in writing to support (section 17), stating the account, the substance of the claim and what they ask for. The Service replies within 30 days. If the dispute is not settled in that time, the User may go to court.

A claim connected with these Terms may be brought within one year of the event it is based on, unless the law sets a period that cannot be shortened by contract.

16. Other provisions

The Service announces material changes on the website and, to Users who have active access or funds on the balance, also sends a message in the Telegram bot or a letter to the account's email — whichever the account has. A message is treated as received on the day after it was sent. The User keeps these contacts working.

The Service may transfer its rights and obligations under these Terms to another person that will go on providing the services, without making the terms worse for the User and with notice to the User. The User may not transfer their account to anyone else.

If any provision of these Terms is found invalid or unenforceable, the remaining provisions continue to apply, and that provision applies to the extent the law allows. If the Service does not exercise a right, that is not a waiver of it.
